In the Sustainability & Risk domain, each type of measurement has one unit to which all other measurements of this type are related, and that has a conversion factor of 1.0. This is the common unit that the application's workflow rule calculations expect. By converting data to the common unit, the application is able to perform calculations using data entered in different units. When defining units other than the common unit, you enter the conversion factor used to convert the new unit to the common unit.
